
Todd Rowland, M.D.
Dr. Rowland is pleased to work with HealthLINC as Chief Medical Informatics Officer (CMIO) starting in 2019.
Dr. Todd Rowland has more than 25 years of health care industry experience including the public and private sector. He brings unique executive experience as a practicing physician, CEO of health information exchange, chief medical information officer, enterprise senior vice president CIO, and principal investigator for federal grants.
Dr. Rowland is a seasoned leader and advisor who engages all stakeholders in governance critical to the success of large-scale strategy and implementation. His portfolio of work includes engagement with physicians, healthcare leaders, and community leaders in the production of large-scale solutions in both rural and metropolitan environments. He led the development of a regional health information exchange in Bloomington, Indiana from 2005-2007, achieving profitability in 2012. During this time he also served as the lead physician consultant to I.U. Health Bloomington (Director of Medical Informatics) from 2003-2014 which eventually included 4 hospitals in the southern region.
During his time as senior vice president and chief information officer for Tidelands Health from 2014-2017, Todd established community-based emergency care alerting system which was modeled after his work with the HealthLINC HIE. This model built on enterprise activities including revision of Tidelands Health IT governance, Duke Endowment funded LEAN transformation and partnership with eClinicalWorks E.H.R. vendor. From 2015-2016 Tidelands Health participated in a multi-hospital software development project which contributed to the inpatient eClinicalWorks.

Michael Sullivan, M.D.
Michael Sullivan, M.D. currently serves as an Executive Consultant for HealthLINC. Prior to joining HealthLINC, Dr. Sullivan served as Associate Director of Health Sciences for Internet2, a nonprofit whose 350 members include leading universities, research institutes, and government agencies. Internet2 operates an advanced nationwide fiber-optic network operating at 100 Gigabits per second.
Dr. Sullivan worked with biomedical researchers, health care organizations, and government agencies like NIH, CDC, NSF, DOE, and FCC to promote cyberinfrastructure support for advanced applications in the life sciences. Dr. Sullivan received his BA degree in biophysics from the Johns Hopkins University and his MD degree from the University of Kansas. He practiced emergency medicine for fifteen years and served as the CEO of an emergency physician group. He has 25 years experience in medical informatics as a medical software developer and health IT consultant. In recent years he has contributed to the creation of several health networks, including the Indiana Telehealth Network, the HealthLINC Health Information Exchange, and the Nationwide Health Information Network (NwHIN).

Kathy Church, BSN, PMP
Kathy serves as the Director of Clinical Operations of HealthLINC. She provides leadership in daily activities and partners with Michael and Todd to focus on the greater medical community. Kathy assists in workflow redesign and adding/improving technology to assist HealthLINC’s clients in improving quality and safety of patient care while assuring privacy and security for patients.
Kathy has a wide array of nursing experience including inpatient care, from intensive care to Obstetrics, and outpatient care, from emergency department to academic residency. Until recently, Kathy blended her HealthLINC activities with the role of Ambulatory Project Manager for Bloomington Hospital, now Indiana University Health Bloomington. Under her leadership, the hospital launched the Provider Portal, which provides access to hospital data for physicians, other clinicians and staff. Kathy spent 10 years managing nursing support at Michigan State University Kalamazoo Center for Medical Studies, a multi-discipline residency program, during the launch of an EHR system. Previously, Kathy provided nursing care and department management at Promptcare Physicians Clinic in Bloomington as the Quality Assurance Director and Staff Educator, and at Bedford Regional Medical Center in Bedford, Indiana as the supervisor of Emergency Services.
Kathy received a Bachelor of Science in Nursing from the University of Evansville and a Project Management Certification from PMI. She enjoys travel and organic farming.

Candice Crandall
Candice Crandall serves as the Business Manager for HealthLINC. She is responsible for providing full administrative support to the Executive Director and team, maintenance of the HealthLINC website; development of local marketing and outreach materials, including skill enhancement Webinars, an annual Building a Community Health Information Exchange Conference; and management of multiple grants and budgets and document reporting.
Candice possesses an extensive background in administrative office support of senior level executives. Prior to working with HealthLINC, Candice spent 19-years as an administrative assistant at a prominent non-profit international education organization.

Perry Ellington
Perry Ellington serves as Technology Manager for HealthLINC. Beginning with a BS in Business and an AA in Computer Science, and adding to that over 25 years of Information Technology experience, Perry is our Technical go-to guy. He manages a diverse team of technology partners that spans the globe, and provides daily technical guidance to keep our work processes flowing smoothly. Perry's level of experience has been a great asset when it comes to developing new solutions for our customers, whether its resolving a data connection issue, or finding critical information from seemingly random piles of data.
Perry loves anything mechanical, and restores old SAAB's as a hobby.

Fiona Taggart, MIS
Fiona Taggart serves as a Quality Improvement Advisor for HealthLINC. Fiona joined the HealthLINC team after her internship in May of 2013 as a meaningful use consultant. Since she began, her job has expanded to include monitoring and training on the Community Medication Management Program, and spearheading HealthLINC's participation in GLPTN (Great Lakes Practice Transformation Network).
After finishing her undergraduate work in Spanish and anthropology at Whitman College, in Walla Walla,WA, she joined AmeriCorps- a national program of volunteers helping communities in underprivileged areas. After her time with AmeriCorps, Fiona decided to pursue higher education, focusing on information science and medical informatics. She graduated from Indiana University with a Master of Library Science and Master of Information Science.
Fiona has interest and training in process improvement, research, systems analysis, evaluation of information systems, organizational informatics, and human computer interaction. Fiona enjoys snow skiing, cycling, and hiking.
